config.txt disappears after reboot

somehow after power off cycle the SD card is cleared, is there a setting that I am ignoring to avoid clearing the config.txt ?

Yes, it should not live on the sd-card, but in the mass storage (usb-disk) on the mbed. Plug in your mbed and there you should get a disk available to write to. The cleaning of the sdcard at boot is a feature (not a very good one IMHO, better if it keeps the newest 10).
